After grinning inwardly and rolling my eyes 360 degrees, masha’ALLAH, I typed either you read it wrongly or you never read it at all! Then I texted, “…my article ‘Why Pinoys work abroad for 250 USD’ will be off-press tomorrow. Between you and me thank you for the inspiration, alhamdulillah!”
Personally, I was mildly dejected on how the rice price lately has been hiking up and how the law of supply and demand heavily impacted on the prices of cassava, flour, and pandesal in Sulu. I joked that I will be herbivorous from now on contemplating on the million creative ways of cooking kangkong and malunggay; squash, carrots, and potatoes and other green veggies in Sulu are relatively expensive.
(Quite a challenging prospect for those who are horizontally challenged) Although like any local in Sulu, I love sautéed grated papaya (unripe of course) with shredded unsalted dried fish indigenously known as sayul kapaya and sayul nangka to mean jack fruit veggies cooked in coco milk, again with shredded unsalted dried fish.

Your Excellency,
At the United Nations Conference on Environment and Development held in Rio de Janeiro 16 years ago, Fidel Castro uttered a prophetic warning, stating that “an important biological species is at risk of disappearing as a result of the rapid and progressive destruction of its natural living conditions: humanity". Time has proven him right.
Let us not mince our words: we shan’t attain sustainable development, the negative impacts of climate change will neither be halted nor reversed, the environment will not be preserved for future generations, if the irrational patterns of production, distribution and consumption imposed upon us by capitalism prevail. The globalization of neo-liberal policies has drastically exacerbated the crisis.
Facing the vital crisis that threatens humanity today cannot consist in preventing the development of those who need development the most. We have common, albeit differentiated, responsibilities. Those who have unjustly and selfishly hoarded riches and technologies, who are responsible for 76 percent of greenhouse gas emissions since 1850, must bear most of the weight of this effort.
Developed countries must honour the commitments assumed at Kyoto in connection with the mitigation of this phenomenon and, in addition to this, mobilize additional resources to aid in adaptation efforts undertaken in South countries.
If, for instance, the United States were to reallocate, as official aid for sustainable development, a small portion of its military budget for the 2008 fiscal year, a budget which reaches the astronomical figure of 696 billion dollars, a vital contribution to this effort could be made. European Union countries —several of which register the highest military budgets on the planet—could be the first to take steps in this direction and steer their main ally to follow in their footsteps.
A growing number of countries can no longer afford to pay the price of many food products. Hunger continues to claim lives and the situation is getting worse. The sinister plans to convert food into fuel advanced by the President of the United States must be combated on the strength of scientific arguments and the unquestionable evidence and eloquent facts afforded us by everyday life.
Sustainable development presupposes a revolution in our values and in the way we confront the inequalities of today and the challenges of tomorrow. We must undertake a global energy revolution sustained by savings, rationality and efficiency.
Cuba hopes the members of the European Union shall assume their duties. The responsible conduct of its members shall serve to expedite the assumption, by the rest of developed countries, of the commitment to reduce their greenhouse emissions, by 2020, by no less than 40 percent in relation to their 1990 levels.
The European Union, a world leader in the production of clean technologies and the export of renewable energy sources, is in a position to create a mechanism for the transfer of these technologies, under completely preferential conditions, to the countries of Latin America, the Caribbean and the rest of the Third World.
I will mention but one example: the generosity of the people and government of the Bolivarian Republic of Venezuela and initiatives such as PETROCARIBE and ALBA are an example that ought to be followed by the European Union.
The time is ripe for acting, in the spirit of solidarity, and without demagogy.

Your Excellency,
Poverty, inequality and exclusion are the offspring of a world order based on greed and selfishness. Only solidarity and justice, within our societies and between countries, can lead to the inclusion of peoples in a just order.
Today’s international order does not answer to the interests of the peoples of the world. It is our duty to change it.
The hunger, illiteracy, unemployment and poor health suffered by hundreds of millions of people are incompatible with the aim of building a better world, where the rights of all are fully respected.
The principle of sovereignty cannot be sacrificed in the name of an order that consolidates the hegemony of an aggressive superpower. A handful of industrialized nations cannot be permitted to continue to squanderresources as scandalously as they do today, while trampling on the right to life and development of thousands of millions of human beings.
The gold, silver and riches which were the fruit of our peoples’ sweat and blood financed the construction of the opulent palaces in the North’s metropoli, palaces which remind us, each day, that the wellbeing of some was built on the profound suffering of others. And the worst thing of all is that, five hundred years later, the situation has not only persisted, but worsened.
Underdevelopment and poverty are the consequences of the conquest, colonization and slavery, of neo—colonialism and imperial domination and of today's egotistical and exclusivist order, which polarizes the world into luxurious squandering and extreme poverty.
What Latin America and the Caribbean live today is the opposite of the unjust privileges that allow the United States and the members of the European Union to engage in irrational patterns of consumption.
Europe still has a chance to show that it is truly interested in relations with Latin America and the Caribbean. Europe still has a chance to assume its responsibilities and to make an important contribution to the creation of an equitable and fair world. Europe must assume its relations with Latin America and the Caribbean modestly and without dogmas, in a fraternal and respectful manner.
Europe is in a position to assume the impact of decisions that could be decisive to the development of Latin America and the Caribbean, without enduring major economic and social repercussions.
The European Union should set an example and cancel the foreign debt of the countries of Latin America and the Caribbean. This debt has already been collected several times over.
The European Union should begin to reduce and ultimately eliminate its costly agricultural subsidies, which increase prices and affect producers in Latin America and the Caribbean.
So called partnership agreements cannot continue to be governed by unacceptable conditions and requirements that ignore the needs of our peoples.
If the European Union devoted 10 % of the money it destines each year to military spending to the construction of social projects in Latin America and the Caribbean, at least 30 billion dollars a year could be used to build schools and hospitals in our region.
If the European Union honoured its commitment to allocate 0.7 % of its Gross Domestic Product to Official Aid for Development, the countries of Latin America and the Caribbean could benefit from a part of the 40 billion additional euros this would mean.
Cuba presents these arguments with the authority of a blockaded country with scant resources, a country that has shared what little it has with its Latin American and Caribbean brothers.
Today, more than 34,000 of Cuba’s best health specialists are working abroad to save lives, in 27 countries around Latin America and the Caribbean. More than one million blind or visually impaired people from 30 countries in Latin America and the Caribbean have been operated on, free of charge, by Cuba, in the last 4 years.
Nearly 15,000 students from 32 Latin American and Caribbean countries have graduated from Cuban centres of learning and universities. Cuba has not retained one talent and an additional 26,000 students, nearly 23,000 of whom are studying medicine, currently pursue studies in Cuba.
With Cuba’s aid, over 3,000,000 illiterates have been taught to read and write in Latin America and the Caribbean in the last 5 years.
What we still need to create a world where solidarity and real justice for all prevails is political will. Cuba's modest example proves this. This is our respectful, though clear and direct, message to the governments of the European Union.

Esteemed Comandante Daniel Ortega, President of Nicaragua,
Distinguished presidents and high representatives,
The facts speak clearly for themselves. In 2005, we used to pay 250 dollars for every ton of rice we imported; now we pay 1,050 dollars, four times as much. For a ton of wheat, we used to pay 132 dollars; now we pay 330 dollars, two and a half times as much. For a ton of corn, we used to pay 82 dollars; now we pay 230 dollars, nearly three times as much. For a ton of powdered milk, we used to pay 2,200 dollars; now it's 4,800 dollars. This is a perverse and unsustainable trend.
This phenomenon undermines the internal markets of most countries in our region and around the world, affecting the population directly, particularly the poorest sectors, bringing poverty to millions of people. A few decades ago, there were countries that grew their own rice and corn. But, following the neo-liberal recipes of the IMF, they liberalized the market and began to import subsidized US and European cereals, eradicating domestic production. With the rise in prices at the pace we've mentioned, a growing number of people can no longer afford to eat these basic food products. It comes as no surprise, thus, that they should resort to protests that they should take to the streets to find whatever means they can to feed their children.
As Fidel underscored in 1996 during the World Food Summit, "hunger, the inseparable companion of the poor, is born of the unequal distribution of riches and of the world's injustices. The rich do not know hunger". "Millions of people around the world have perished in their struggle against hunger and injustice".
The food crisis we face today is exacerbated by high oil prices and by the impact that the military adventure in Iraq has upon these; by the effect these prices have on the production and transportation of food; by climate change; by the fact that significant volumes of US and EU-grown grains and cereals are destined, more and more, to the production of biofuels and by the speculative practices surrounding transnational big capital, which gambles with food inventories at the cost of hunger for the poor.
But the essence of the crisis is not to be found in these recent phenomena; it lies, rather, in the unequal and unfair distribution of riches at the global level and in the unsustainable neo-liberal economic model that has been imposed upon us in an irresponsible and fanatical fashion over the course of the last twenty years.
Poor countries, dependent on food imports, are in no condition to take the blow. Their populations have no protection whatsoever and the market, needless to say, has neither the capacity nor the sense of responsibility to offer such protection. This is not a strictly economic problem. It is a humanitarian drama of incalculable consequences which even places our countries' very national security at risk.
To attribute the crisis to increased consumption by important sectors in certain developing countries that report accelerated economic growth, such as China and India, is not only an unfounded argument, it also conveys a racist and discriminatory message, which portrays as a problem the fact that millions of human beings should have access, for the first time, to decent and healthy food.
The problem, as it manifests itself in our region, is, in essence, linked to the precarious situation of small farmers and rural populations living in underdeveloped countries, and to the oligopolistic nature of the large transnational companies that control the agricultural food industry.
These companies control prices, technologies, norms, certifications, distribution channels and sources of funding for world food production. They also control transportation, scientific research, genetic pools and the fertilizer and pesticide industries. Their governments, in Europe, North America and other parts of the world, set down the international norms that govern trade in food, technologies and the supplies needed to produce these.
Agricultural subsidies in the United States and the European Union not only make the food these countries sell more expensive, they also constitute a fundamental obstacle for developing countries seeking to access their markets with their products, something which has a direct impact on the situation of agriculture and producers in the South.
This is a structural problem generated by today's international economic order, not a passing crisis that can be alleviated with palliative or emergency measures. The World Bank's recent promises to destine 500 million devalued dollars as an emergency measure to alleviate the crisis are ridiculous and an insult to our intelligence.
To strike at the very heart and at the causes of the dilemma, we must examine and change the written and unwritten rules, both agreed to and imposed upon us, that today govern the international economic order and the creation and distribution of wealth, particularly in the food production and distribution sector.
Today, the truly decisive move is to undertake a profound, structural change of the current international economic and political order, an order which is anti-democratic, unjust, exclusive and unsustainable. An order which is predatory, as a result of which, as Fidel said twelve years ago, "waters are contaminated, the atmosphere is poisoned and nature is destroyed. It is not only the fact that investments, education and technologies are lacking or the population is growing at an accelerated pace; the environment is being degraded and the future is menaced more and more every day".
Having said this, we agree that international cooperation, as a means of confronting this time of crisis, can no longer be postponed. We need emergency measures to quickly alleviate the situation of those countries which already face social turmoil. In the middle term, we must also give impetus to cooperation and exchange plans that entail joint investments and accelerate agricultural production and food distribution in our region, through the firm commitment and resolute participation of the State. Cuba is willing to modestly contribute to efforts of this nature.
The program brought to us today by comrade Daniel, a call to join forces and wills and to combine the resources of ALBA members and countries in Central America and the Caribbean, is worthy of our support. It presupposes the clear understanding that the current food crises the world faces is not an opportunity, as some believe, but a very dangerous crisis. It entails the express recognition that our efforts must be aimed at defending everyone's right to food and at securing a decent life for the millions of peasant families that have been plundered to this day, not at availing ourselves of the occasion to pursue corporate interests or petty commercial opportunities.
We have debated on the matter extensively. Now, it is time to act with unity, audacity, solidarity and a practical spirit. If this is our common goal, you can rely on Cuba.
Allow me to conclude with the farsighted words Fidel pronounced in 1996, which reverberate today with undiminished pertinence and profundity: "The bells that toll today for those who starve to death each day shall toll tomorrow for the whole of humanity if it refuses to or is unable to be sufficiently wise to save itself".

We waited breathless. Breathing heavily was hazardous under these somewhat exceptional circumstances. The army, my father often advised, was sensitive to the slightest movements or sounds, including a whisper, a cough, or God forbid, a sneeze. Thus we sat completely still. Muneer, my younger brother was entrusted with the mission of peering through the rusty holes in the front door. It bothered me that I was not the one elected for the seemingly perilous mission.
My father explained that Muneer was smaller and quicker, he could negotiate his way back and forth, seamlessly, between the observation ground and the room where everyone was hiding. The house’s main door was riddled with holes; the upper half spoke of past battles between the neighbourhood’s stone throwers and Israeli soldiers. The holes on the lower half, however were not those of bullets, but rust and corrosion. These holes often served us well.
Muneer would lie on his belly and peek through them; he followed the movement of the soldiers as their military vehicles often used the space in front of our house. They pondered their moves from there, and often used our house’ front step as a spot for lunch or tea. Worse, they often released their frustrations on the house’s helpless residents, that being my family.

Letter To The Editor: Soldiers, Sulu Officials Commended.
I’m Modheefa Y. Tulawie of Indanan, Sulu. I sent this letter to commend our soldiers here in Sulu for the recent accomplishment of overrunning an Abu Sayaff Group major encampment. This success illuminates their perseverance to make our Lupah Sug, a province of peace and prosperity.
Aside from capturing a major camp, the operation resulted to the discovery of a bomb-making facility. If not because of the prompt military strike, it could have caused a dreadful terror campaign by the bandits anytime then. The successful operation is not only a victory for the military but for the citizenry because terrorists were driven out. We are one step safer.
I believe the success is attributed to the people’s support, plus our local government officials’ active involvement in the campaign against terrorism. Due appreciation is therefore given to our Provincial Governor Sakur Tan for being very active and helpful on the war against these terrorists. We’re tired of banditry, and the time to mop them out is now.
Moreover, I believe that the victory is also because of the joint efforts. Combined forces always make a stronger force. This is what Joint Task Force Comet I’m sure embodies. The unity and bravery of our soldiers bring triumph and a sense of justice to those who have fallen victims of the ASG.
