
MANDAUE CITY – Various LGBT groups have welcomed the support of the local council in the proposed ordinance providing a comprehensive code so-called people of diverse sexual orientation and gender identities.
The City Council of Mandaue has passed – on 1st reading – the proposed ordinance which is also the first outside the metropolitan Manila.
Council member and lawyer Nenita Layese, who heads the Committee on Women, Children and Family, said her proposed law upholds and recognizes the rights and welfare of LGBT or Lesbian, Gay, Bisexual and Transgender group.
The proposed ordinance was drafted by a local organization of gays and an advocacy group called Manpride or Mandaue’s Pride led by lawyer Regal Oliva.
“This is the first outside Metro Manila and it will help curb the spread of HIV and at the same time involved the group in achieving the City’s vision,” Oliva said.
HIV refers to the human immunodeficiency virus that causes the acquired immunodeficiency syndrome, a condition in which progressive failure of the immune system allows life-threatening infections and cancers to thrive.
Nanette Bowler, adviser of Manpride, welcomed the support of the City Council on the proposed ordinance. “This is a very welcome development,” she said, adding, their group has ever since voluntarily contributed their time and talent for the benefit not only of the LGBT community, but the public as well.
