The Department of Public Works and Highways in the southern Philippines continues to break concrete roads, particularly in the western part of Mindanao, then pour concrete again only to be asphalted later.
Peoples’ taxes have been wasted in this unpopular project, whose funding comes mostly from the central government and lawmakers.
The agency is perceived as one of the most corrupt in the country.
