RMM, kapayapaan at progreso ang pangarap

ZAMBOANGA CITY (Mindanao Examiner / Feb. 21, 2013) – Nasa huling yugto na umano ang Autonomous Region in Muslim Mindanao sa convergence program nitong H.E.L.P.S. na ang layunin ang mailapit ang serbsisyo ng pamahalaan sa 5 lalawigan na nasasakupan nito.

Ang H.E.L.P.S. ay ang acronym ng Health, Education, Livelihood, Peace and Governance, and Synergy na suyang banner program ng ARMM, ayon naman kay Gov. Mujiv Hataman.

Kahapon ay nagtapos ang naturang programa sa Sulu na kung saan ay pinangunahan ni Hataman ang paglulunsad doon ng H.E.L.P.S. kasama si Gov. Sakur Tan.

“Ang layunin talaga natin dito ay maiparating sa tao ang serbisyo ng regional government at di tulad noon mga nakaraang administrasyon na ang mga tao pa ang lumalapit upang makahingi ng proyekto. Iba na ngayon ang ARMM at lahat ay may kooperasyon na,” ani Hataman sa panayam ng Abante.

Sinabi ni Hataman na nailunsad na rin ang nasabing programa sa mga lalawigan ng Lanao del Sur, Basilan at Tawi-Tawi. At nakalinya na rin ang Maguindanao ito ngayon buwan hanggang sa Marso.

“We have launched this convergence program in every provinces of the ARMM, especially in the most depressed villages,” wika pa ni Hataman na dating congressman ng Basilan province.

Target ng H.E.L.P.S. na maserbisyuhan ang 153 mahihirap na barangay sa ARMM at pati mga Cabinet secretaries ay kasama rin sa pagiikot ni Hataman upang makita ng mga ito ang sitwasyon sa mga lalawigan.

“Cabinet secretaries are present in every launching of the program so they can better assess the situation on the ground and learn more about what the people need. Our objective is to create a functional community,” ani Hataman. 

Hindi naman agad mabatid ang pondong nakalaan sa programa dahil ongoing pa ito, ayon kay Hataman, ngunit sinabi niutong may karagdagang P1.5 bilyon pa ang nakalaan para sa mga infrastructure programs, partikular para sa mga kalsada at pier sa lalawigan ng Sulu at Tawi-Tawi na siya naman irerekomenda ng Department of Public Works and Highways.

Umapela rin ito sa mga mamamayan na makipagtulungan upang maging matagumpay ang programa. “We need the cooperation of all. This is a convergence program in the spirit of Bayanihan so everybody must help each other so we can attain our goal of a peaceful and progressive ARMM,” sabi pa ni Hataman. (Mindanao Examiner)
