MAYOR BENG CLIMACO reiterated anew her vow not to interfere in the legislative branch and pointed out that under her administration the City Council shall remain an independent collegiate body.
She said the City Council shall continue to follow the laws, rules and regulations, and internal rules and procedures for the august members to collectively agree, disagree and jointly decide according to their votes on issues presented before them. Climaco said she is happy to note that council members are supportive of her programs and even welcomed what she termed as “diverse voices” in the legislature.

“So far, the evaluation that they have is that majority are in support of our programs. But we really welcome diverse voices in the City Council because that is real democracy in action,” she said, adding: “There will be no more blanket authority of the mayor,” referring to the previous administration of Celso Lobregat.
“Our faith in God has led us to this moment, a reminder that we cannot allow ourselves to be dictated upon, no more blanket authority, but a real democracy in the Legislature. The time has come for us to value our mandate por causa de Dios solamente, este el deseo de maga votante, este el propio tiempo de Dios necesita kita uni y trabaja para el Ciudad de Zamboanga.”
“Ta pidi yo de ustedes ayuda na mi tercer termino para hace mas resiliente con el diatun Ciudad de Zamboanga,” Climaco told members of the City Council during its maiden session on July 9.
In 2008, City Councilor Jimmy Cabato passed a resolution granting blanket authority to then Mayor Celso Lobregat to fast track the creation of police auxiliaries in six pilot villages here.
Cabato, an ally of Lobregat, also passed other resolutions authorizing the mayor to look for available funds and accept donations from private sectors for the purchase of high-powered firearms which would then be distributed to police auxiliaries. Lobregat, who ruled Zamboanga City as mayor and congressman for the past 20 years, lost terribly to Climaco in the May midterm elections. (Zamboanga Post)
