Islamic burial law promotes dignity, inclusivity, cultural sensitivity

SPEAKER FERDINAND Martin Romualdez on Tuesday hailed the signing of Republic Act No. 12160, or the Philippine Islamic Burial Act, as a defining moment in the country’s commitment to genuine inclusivity, cultural sensitivity, and human dignity.

Signed into law by President Ferdinand R. Marcos Jr., the Philippine Islamic Burial Act mandates the immediate burial of Muslim cadavers in accordance with Islamic customs and religious rites.

The law institutionalizes protocols for hospitals, funeral homes and government agencies to ensure that administrative processes do not hinder this sacred practice, while still observing public health regulations.

“This law is a quiet but powerful affirmation that the Filipino government listens, understands and acts. With RA 12160, we are proving that governance is not merely about passing policies; it is about honoring people’s faith, their identity and their traditions, even in their final hours,” Romualdez said in a statement.

“This measure uplifts our Muslim brothers and sisters who, for years, have struggled to uphold a basic tenet of their faith in the face of red tape and costly logistics. Now, we correct that with compassion and resolve.”

Romualdez also underscored the symbolic weight of the law in promoting unity in a diverse society.

“This law tells every Filipino — regardless of faith– that you matter. That your culture is honored, your beliefs are protected, and even in death, your dignity will never be diminished,” he added.

Romualdez said the enactment of the Philippine Islamic Burial Act is part of a broader legislative agenda aimed at fostering inclusive policies for historically underserved communities.

He thanked his fellow lawmakers in the 19th Congress, the National Commission on Muslim Filipinos and all stakeholders who contributed to this landmark legislation.

“The Philippine Islamic Burial Act is not only a victory for our Muslim communities, but also for the Filipino spirit of respect, unity and shared humanity,” Romualdez said.

Meanwhile, Lanao del Sur 1st District Rep. Zia Alonto Adiong expressed his heartfelt gratitude to President Marcos for signing RA 12160 into law.

“We thank President Marcos for recognizing the importance of safeguarding the religious rights of Filipino Muslims, even in death. The enactment of RA 12160 honors our sacred duty to ensure the proper and timely burial of our deceased loved ones,” Adiong, one of the principal authors of the measure, said in a separate statement.

He said the new law is not only a legislative milestone but a “powerful statement of unity in diversity.”

“This is more than a policy — it is a reaffirmation of our right to religious freedom and cultural dignity. With this law, we take a meaningful step toward a more just, inclusive, and compassionate nation.” (Jose Cielito Reganit)
