Int’l envoys optimistic on the Mindanao peace process

MANILA(Mindanao Examiner / Feb. 10, 2012) – Foreign diplomatic envoys have expressed support to the peace negotiations between the Filipino government and the country’s largest Muslim rebel group, the Moro Islamic Liberation Front (MILF).
Former United Nations Special Envoy Francesc Vendrell and Ambassadors Nureldin Satti and Dr. Katia Papagiani recently met with both peace panels, as well as different sectors to share their experiences in resolving conflicts.
Vendrell is a former United Nations special envoy, while Satti was closely involved in the Somalia peace process. Papagiani, on the other hand, currently heads the Centre for Humanitarian Dialogue’s (HD Centre) Mediation Support Program.
“Now, there is a good opportunity to achieve peace in Mindanao because of the commitment of the President and the government,” Papagiani said during a press conference in Manila.
Satti said that political will and good will are present in the Aquino administration. “There is a window of opportunity that constitutes a renewed chance for peace and stability in Mindanao,” he said, adding “it is important to bear in mind that more war constitutes more destruction and exacerbates unbalanced development.”
The envoys also conveyed the need of a peace agreement to resolve conflict. They stressed that although signing is a crucial accomplishment, it is not the end of the peace process. It will take patience and continued efforts by both parties and stakeholders to establish peace and stability in the region.
The ongoing peace talks earnestly is moving towards the crafting of a peace agreement to create “genuine autonomy” to resolve the Bangsamoro problem, according to a statement released to the Mindanao Examiner by the Department of Foreign Affairs.
It said during the peace talks held on January 9 to 11 in Kuala Lumpur, negotiators confirmed constructive discussions on substantive issues and clarified their positions, tentatively identified areas of common ground and agreed to consult with their principals on outstanding issues.
They also agreed to meet again this month for the next round of talks.
