Batuhan ng sisi sa blackout sa Mindanao

ZAMBOANGA CITY (Mindanao Examiner / Mar. 5, 2012) – Dismayado ngayon ang business sector at mga ordinaryong mamamayan dahil sa araw-araw na blackout sa Zamboanga City.

Halos murahin na ng publiko ang Zamboanga City Electric Cooperative (ZAMCELCO) sa mga komentaryo sa mga radyo at sa kalsada dahil sa palagiang blackout at kalimitan nito ay walang anunsyo.

At kamakalawa lamang ay halos 15 oras ang blackout sa Zamboanga at agad naman ipinupukol rin ng ZAMCELCO sa National Grid Corporation of the Philippines (NGCP) ang lahat ng sisi.

Ang NGCP umano ang dapat sisihin sa mga blackout at hindi ang ZAMCELCO.

Inamin naman ng NGCP na ang kakulangan sa kuryente Mindanao Grid ang dahilan sa mahabang oras ng blackout sa gabi man o araw.

Idinadahilan ng mga electric cooperatives at business groups ang kabiguan diumano ng NGCP na ma-renew ang Ancillary Services Procurement Agreement (ASPA) nito sa mga power barges at iba pang power generators kung kaya’t palagian ang blackout sa Mindanao.

“We realize that some members of the public sector are concerned that the expiration of the ASPA with TMI will lessen the available capacity in the Mindanao grid. We want to clarify that our contract with TMI is only for ancillary services, not for the supply of power for the consumption of end-users. NGCP is not allowed by law or existing regulations to contract with power generators for the supply to end-users,” ani Cynthia Alabanza, NGCP’s spokesperson, sa pahayag nito.

“That obligation, to supply power to end-users, belongs to the local distribution utility or cooperative,” giit pa nito.

Ang TMI ay ang Therma Marine Incorporated na nais rin kunan ng kuryente ngayon ng ZAMCELCO upang idagdag sa power requirements ng Zamboanga.

Inamin naman ng NGCP na talanag kulang anfg supply ng kuryente sa Mindanao at ito ay sa kabila ng palagian pagulan sa Mindanao.

“NGCP has been transparent on the actual supply situation in the country. We publish the power situation outlook on a daily basis, to inform everyone on the electricity supply status. For the Mindanao grid, there is a deficiency,” ani Alabanza.

“The level of curtailment is based on the matrix of load to be maintained issued by the Power Sector Assets and Liabilities Management Corporation/ National Power Corporation. NGCP has nothing to do with supply. It does not, it cannot, by itself, determine what portion of the available supply will be allocated to each franchise area or distribution utility. We only follow the matrix,” dagdag pa nito. (Mindanao Examiner)
