Marathon peace talks sinimulan na sa Malaysia

ZAMBOANGA CITY (Mindanao Examiner / Dec. 12, 2012) – Pormal ng nagbukas kahapon sa Malaysia ang pagpapatuloy sa peace talks ng pamahalaang Aquino sa rebeldeng Moro Islamic Liberation Front.

Ito rin ang kauna-unahang pag-upo ni Miriam Ferrer bilang chief government peace negotiator matapos na maluklok sa Korte Supreme si Marvic Leonen. Nasa ika-15 paguusap na rin ito ng magkabilang panig na pinapagitnaan ng Malaysia.

Unang sinabi ng pamahalaan na sisikapin nitong magkaroon ng peace accord bago matapos ang taon.

Kabilang sa agenda ng peace talks ay ang isyu ng power-sharing at wealth-sharing sa Bangsamoro na nakapaloob sa framework agreement na nilagdaan nuong Oktubre.

Ang Bangsamoro ang siyang ipapalit sa Autonomous Region in Muslim Mindanao na kinabibilangan ng Basilan, Sulu, Tawi-Tawi, Maguindanao at Lanao del Sur; gayun rin ng lungsod ng Marawi at Lamitan.

Sinabi naman ni Ferrer na handa ang pamahalaan na mabigyan ng kaukulang pansin ang Bangsamoro. “Given the development needs and fiscal realities in the region, achieving a good measure of economic viability and fiscal autonomy for the long haul cannot but happen in a gradual and phased manner. The Government is ready to give all the support necessary to jumpstart the process,” ani Ferrer.

Isang malaking isyu rin ang decommissioning ng mga MILF combatants at kanilang armas sa oras na magkaroon ng peace agreement.

“Decommissioning of combatants and weapons we understand very well is normally what any armed revolutionary group fears to tread. There is fear of being left defenceless in a landscape populated by so many other armed groups and individuals,” ani Ferrer sa pahayag nito sa Mindanao Examiner.

“There is uncertainty of combatants and their families of what future awaits them under a new phase where different skills, trainings and orientation would be needed; where protection shall be weaned away from reliance on the barrel of the gun toward faith in what the power of communal efforts, nonviolence and resiliency can achieve for individuals, families, communities and the Bangsamoro at large,” dagdag nito.

Subalit ang paninigurado naman ni Ferrer sa tulong ng pamahalaan sa mga ito ang siyang magsisilbing garantiya sa pagaagam ng MILF. (Mindanao Examiner)
