
ZAMBOANGA CITY (Mindanao Examiner / Apr. 24, 2012) – Philippine police has named a decorated officer as the new head of the Directorate for Integrated Police Operations for Western Mindanao.
Chief Superintendent Manuel Barcena, who once served as Zamboanga City police chief, is the new DIPO commander.
Barcena replaced Felicisimo Khu who was transferred to General Santos City. Local business and private sectors have praised the appointment of Barcena, who was among 8 police officers designated to head various positions.
Philippine police chief Nicanor Bartolome said the latest round of reorganization of officers occupying key positions was recommended by the Senior Officers Placement and Promotion Board which aims to enhance organizational performance by “putting the right person in the right job.”
“This reorganization is consistent with the desire of the PNP for continuous improvement of systems and procedures in a dynamic organization like the PNP where demands and challenges are ever changing,” Bartolome said.
Among those who were designated to new posts were Arnulfo Perez, Director for Logistics; Angelito Pacia, Director for Information Communication Technology Management; Wilhelm Barlis, Security and Protection Group; Charles T Calima Jr., Director, Intelligence Group; Henry P Losañes, Director, Training Service; Rogelio Damazo, Information Technology Management Service.
