‘Money ban’ ng COMELEC binatikos!

ZAMBOANGA CITY (Mindanao Examiner / May 8, 2013) – Umani ng katakot-takot na batikos at pangungutya mula sa publiko at sa social media ang bagong resolusyon ng Commission on Elections na nagpapatupad sa tinatawag na “money ban” mula ngayon Miyerkoles hanggang sa araw ng halalan – Mayo 13.

Ipinagbabawal sa resolusyon (9688) ang pag-withdraw sa mga bangko ng mahigit sa P100,000 at maging ang pagdadala ng salapi ng P500,000 ang bawal rin. Hakbang umano ito upang hindi magamit sa vote buying ang salapi.

Maging ang encashment ng mga tseke na may ganitong halaga ay ipinagbawal rin ni poll chairman Sixto Brillantes. Ito ang kauna-unahan sa kasaysayan ng bansa na ipinatutupad ng poll body.

Ipinag-utos rin ni Brillantes sa Bangko Sentral na ipatupad ito, ngunit ibinasura lamang ito ng Bangko Sentral at hindi umano ito maaaring ipatupad dahil sa ilang isyung legal.

Ikinalat naman ng Philippine Information Agency sa Western Mindanao ang kanilang advisory ukol dito.

“COMELEC will implement a 6-day MONEY BAN from May 8-13 as contained in the (COMELEC) Resolution 9688 which says that WITHDRAWALS (in banks) of more than P100,000 and possession/transporting of P500,000 in cash are NOT ALLOWED as it shall be PRESUMED for the purpose of VOTE-BUYING,” ani pa ng PIA.

Sa mga comments sa Facebook ay Binansagan naman itong resolusyon na “plain stupidity” at “band aid solution sa isang nabubulok ng sugat ng lipunan.” Mayroong pang nagsabi na dahil pulos ‘amoy-lupa” na ang nakaupo sa poll body ay “amoy-lupa” na rin ang mga desisyon nito.

Maging mga negosyante ay umalma rin sa kautusan. “Ano kaya pumasok sa ulo ng mga commissioners eh paano na kaming mga negosyante na araw-araw ay naglabas at nagpapasok ng pera sa bangko?” tanong naman ng isang negosyante sa Zamboanga.

Sa Mayo 13 na ang local at national elections at inaasahang magulo ang halalan sa Lanao del Sur at Lanao del Norte, Zamboanga del Sur at Zamboanga del Norte, Maguindanao  at sa ilang lugar sa eastern at southern Mindanao.  (Mindanao Examiner)
